[Eco Bounty] Extra dot and dashes shown when no data is available (Portfolio section)

Bug Description:

When there is no data available in the Portfolio section (a fresh wallet with no tokens or activity), the interface still displays:

• A white dot

• Two dashes – on both sides

This can confuse users into thinking there’s either a rendering issue or that data is still loading. It also adds unnecessary clutter to the UI.

Device & Testing Environment:

• Device: Dell Laptop

• OS: Ubuntu (Linux)

• Browser: Chrome

Steps by Step:

1. Open Chrome

2. Visit: https://hub.iotex.io

3. Connect a wallet with no token/activity

4. Scroll to the Portfolio section

5. Observe the data area

Actual Result:

• Even though the message "No data" is shown, a white dot and two dashes are still visible

Expected Result:

• If there’s no data, only show the “No data” message.

• All visual elements like dots, dashes, and time axis should be hidden to keep the interface clean and intuitive.
