[ECO Bounty] ioPay News/Announcement Feed Failure

📍 Description

The News/Announcement section on the main Wallet screen is failing to fetch or display any content. Instead of showing active news, updates, or community announcements, it only displays a static gray placeholder with the "ioPay" logo.

This prevents users from receiving critical ecosystem updates or promotional information directly within the app interface.

🔁 Steps to Reproduce

1. Open the ioPay mobile app.

2. Ensure you are on the Wallet tab.

3. Observe the large rectangular banner area below the action buttons (Send, Receive, etc.).

4. Result: The area remains blank/placeholder only; no scrolled text or news cards appear.

✅ Expected Behavior

• The banner should populate with latest news items, blog posts, or ecosystem announcements.

• If there is no news, the banner should ideally be hidden to save screen space, rather than showing an empty placeholder.

❌ Actual Behavior

• The banner displays a generic "ioPay" background.

• No dynamic content or headlines are visible.

• The UI element occupies significant space without providing any information (Empty State).
