[ECO Bounty] ioTex Hub Missing Proposal Images/Icons on Governance Page

Issue Summary:
The Governance Proposals listing page lacks visual elements (images, icons, or category thumbnails) for each proposal card. Currently, proposals only display text-based information, making the interface visually monotonous and harder to scan quickly.

Steps to Reproduce:

1. Navigate to hub.iotex.io/governance

2. View the "Proposals" section

3. Observe proposal cards (IIP-56, IIP-55, IIP-52, IIP-50, etc.)

4. Issue: No icons, images, or visual identifiers appear on any proposal card

5. Only status badges ("Active", "Passed") are visible as colored text

Expected Behavior:
Each proposal card should include:

• Category Icon: Visual identifier based on proposal type (Technical, Economic, Governance, Infrastructure)

• Thumbnail Image: Relevant graphic or illustration summarizing the proposal content

• Visual Status Indicator: Icon-based status (🔴 Active, ✅ Passed, ⏳ Pending) instead of just text

• Category Color Coding: Distinct border or background colors for different IIP categories

Actual Behavior:

• Plain text cards with no imagery

• No visual differentiation between proposal types

• Status shown only as small text badge (purple/green)

• Heavy reliance on reading titles to understand proposal content
