[ECO Bounty] ioTex Hub UI Delay in Governance Filter

Description

When navigating the Governance Proposals page, there is a noticeable delay when switching between proposal filters (e.g., from "Closed" to "Active" and back). The UI fails to immediately reflect the correct state of available proposals.

Steps to Reproduce

1. Navigate to https://hub.iotex.io/governance.

2. Observe the default list (e.g., Closed proposals).

3. Click the filter dropdown and select Active.

4. Observe the "No proposals found" message.

5. Switch the filter back to Closed immediately.

6. Observe the delay/stutter before the proposals repopulate.

Expected Result

The UI should show a clear loading state (like a skeleton loader or spinner) and instantly update the content area without displaying "No proposals found" as a flicker or persistent state when data actually exists.

Actual Result

The system displays "No proposals found" as a fallback state during the network request/rendering phase, leading to a confusing user experience where it seems like data is missing.
