[Eco Bounty] Missing Cross-Wallet Transaction Notifications (OKX to ioPay)

Description: Transactions initiated and successfully confirmed on the IoTeX blockchain via the OKX Wallet do not trigger push notifications or activity updates in the ioPay wallet app, even when both wallets share the same public address.

Steps to Reproduce:

1. Import the same seed phrase or private key into both OKX Wallet and ioPay.

2. Perform a transaction (e.g., a transfer of IOTX or interaction with the Roll-DPoS Rewarding Pool) using the OKX Wallet.

3. Confirm the transaction is successful on IoTeXScan (as shown in the provided screenshot).

4. Observe the ioPay app for incoming transaction notifications.

Expected Behavior: Since the blockchain state has changed for the specific address, ioPay should detect the on-chain activity and send a push notification or update the "Activity" tab, regardless of which wallet software initiated the transaction.

Actual Behavior: The transaction is visible on the explorer and OKX wallet, but the user receives no notification or alert from ioPay confirming the activity.
