[Eco Bounty] Missing “Downvote” Option on Feedback Posts

Summary

The feedback platform currently allows users to upvote posts but does not provide a downvote or dislike option.
This creates an unbalanced feedback system, where controversial, spam, or misleading posts (e.g. “IoTeX biggest scammers”) can still gain visibility despite being inappropriate or inaccurate.

Steps to Reproduce

1. Go to any public feedback post on feedback.iotex.io.

2. Observe the voting area beside the post title.

3. You will only find an Upvote (▲) button available.

4. There is no Downvote (▼) or flag/report option.

Observed Result

• Only upvotes are possible.

• Users cannot express disagreement or negative sentiment toward a post.

• Inappropriate or false posts remain visible and can even rise in ranking.

Expected Result

• Users should be able to:
  ✅ Downvote posts they disagree with or find unhelpful.
  ✅ Report posts for spam, abuse, or misinformation.
  ✅ Maintain balanced community feedback visibility.
