[Eco Bounty] no chat window at the bottom of the iotexhub page

I tried to report a bug in iopay by following the instructions in the bounty instructions. the instructions say to submit the report through the chat window at the bottom of the iotexhub page (in the pic in the instructions it's in the bottom right and says "feedback") but when i'm on the page i don't see the chat window so i can't seem to report any bugs. i've tried multiple browsers. I’ve included a screenshot showing no chat window visible. Int he screenshot, i’m not logged in but it’s the same even when i do log in.
