[Eco Bounty] “No projects available” shows before data loads – causes user confusion

Bug Description:
When the user clicks Claim Rewards on https://hub.iotex.io/claim, the system shows:

No projects available at this time.

This message appears immediately, before data has fully loaded, which causes confusion — users

Device & Testing Environment:
Device: Dell Laptop
OS: Ubuntu
Browser: Chrome

Steps to Reproduce:

1. Go to https://hub.iotex.io

2. Click Claim Rewards in the sidebar

3. Observe the screen just after clicking

4. “No projects available” is displayed before data load completes
   

Actual Result:
“No projects available” appears instantly, even if the data is not yet fetched.

Expected Result:
Show a loading spinner or message (e.g. “Loading…”) while fetching data.
Only display “No projects available” after confirming that no data exists.
