[Eco Bounty] Paging doesn't work correctly after filtering

Steps to Reproduce:

1. Go to: https://hub.iotex.io

2. Connect Wallet

3. Click Govermance in the sidebar

4. Check Proposals list have 4 pages, all status is closed

5. Change filter to Closed

6. Observe paging, just show 1 page

7. Click icon < , page 0, page 1

8. Observe page content

Actual Result: After filtering change to Closed, just 1 page shown, then click page number the error message was shown

Expected Result: After filtering, paging should work correctly
