[Eco Bounty] Sidebar jumps to top when expanding – loses scroll position

Bug Description:

When the user scrolls to the bottom of the sidebar and collapses the sidebar using the Collapse icon, the behavior is fine.

However, when expanding the s

idebar again, it does not retain the full scroll position. Instead, the sidebar jumps upward by a few sections, pushing the previously visible items out of view. This forces the user to scroll down again, disrupting the experience.

Device & Testing Environment:
Device: Dell Laptop
OS: Ubuntu
Browser: Chrome

Steps to Reproduce:

1. Visit https://hub.iotex.io

2. Scroll the sidebar to the bottom

3. Click the Collapse Sidebar icon

4. Click the Expand Sidebar icon again

5. Notice the sidebar content is partially reset upward
   

Actual Result:
Sidebar scrolls up by a few sections when reopened, causing user to lose context and have to scroll again

Expected Result:
Sidebar should retain exact scroll position after being collapsed and expanded, avoiding any content displacement.
