[Eco Bounty] User cannot register new Project

Steps to Reproduce:

1. Go to: https://hub.iotex.io

2. Connect Wallet

3. Click icon swith next to logo

4. Click Integrate ioID

5. Click Create Project in common tab

6. Input name field, click button Submit

Actual Result:

After clicking submit button, loading icon keeps spinning endlessly

Expected Result:

After clicking submit button, user can add new project
